RESUMEN

The study aims at identifying the core rules and standards for forming a legal model of interaction between levels of public authority in a federal state during a pandemic. The authors have considered documents that regulate the process of interaction between public authorities during the coronavirus pandemic, as well as the doctrinal sources of law in Belgium, Germany, Canada, the USA, Switzerland, and Australia. In addition, they have analyzed the acts of the World Health Organization adopted during the COVID-19 epidemic and containing recom-mendations on the interaction of public authorities during a pandemic. The research methods were as follows: general philosophical, general and special scientific (structural-legal, comparative-legal, and formal-legal The authors have concluded that it is possible to introduce separate rules and standards for such interaction of public authorities during the period of a pandemic into the Russian legal system.

The objectives of this research are to explore foreign experience of interaction of various levels of public authority in federal states in the context of the COVID-19 pandemic, to determine the prospects for the development and improvement of the activities of the public authority system in Russia in this part. MATERIALS AND METHODS: The regulatory legal acts and the practice of interaction of various levels of public authority during the COVID-19 pandemic in federations (Australia, India, Canada, USA) were research. RESULTS: It has been established that a dual federal system with strict rules for the distribution of powers and responsibilities between the federation and its regions impedes a coordinated national response in the fight against the COVID-19 pandemic, while various forms of executive federalism serve as the key to successfully countering this threat. The latter can be based on historically strong centralist tendencies, the existing negotiating practices of interaction between the executive branch at all levels, the experience of implementing federal programs and the work of emergency intergovernmental mechanisms. CONCLUSIONS: It has been substantiated that the optimal organization of managerial decision-making in the context of countering a pandemic presupposes a complex interagency approach with a strong federal presence.

RESUMEN

The study compares two groups of patients with acute coronary syndrome, depending on the presence of COVID-19 in the anamnesis. The comparison groups analyzed the risk factors for cardiovascular diseases, including smoking, heredity, gender differences, age, diabetes, and obesity. The results of biochemical blood tests were analyzed. It was found that patients with acute coronary syndrome who underwent COVID-19 were less likely to have risk factors for cardiovascular diseases. Patients with acute coronary syndrome who underwent COVID-19 were found to have lower blood glucose, cholesterol, very-low-density lipoprotein, and triglycerides. As a result of the study, it was revealed that COVID-19 is an independent risk factor for the development of acute coronary syndrome.

RESUMEN

The COVID-19 pandemic poses new challenges for the health sector, related to the organization of medical rehabilitation of patients with COVID-19. Special attention is required for patients after artificial ventilation, who have a high risk of developing physical, mental and cognitive disorders. There are acute post-ovoid syndrome lasting more than 3 weeks and chronic-lasting more than 12 weeks after discharge from the hospital. The most common symptoms are: shortness of breath, fatigue, anosmia, ageusia, myalgia, feeling of fever, tightness in the chest, tachycardia, headaches, anxiety, memory loss, sleep disorders, difficulty concentrating. The article presents the stages of rehabilitation of patients with COVID-19. Dynamic monitoring, measures for the prevention of complications, organization and methods of rehabilitation, including physiotherapy procedures and physical therapy, are considered.
